always. Monies should never be
transferred from here to there to
accomodate this and that..It's poor

management of the tribe. You
cannot transfer funds from grant to
another program, project, or event.  
It's just not the way grants work..
There user specific..Indirect costs
are budgeted in every grant as well
as direct costs... The grants are
important records that should not
be manipulated..It's just not
justifiable. There needs to be a
separation between our
business entities and program
managers need to adhere to the
policies of the tribe, present a
budget, provide accuracy and
accountability every fiscal year.. If
you cannot do the job then, perhaps
one should resign, retire, or be
forced to quite for incompetence.. It
is not fair for our tribal membership
to suffer the consequences of poor
judgement. Why are we in extreme
debt? Where are the funds?  Who is
responsible for this deficit?  What
about our future? People involved
in setting up the severe deficit
need to come forward with some
answers because it is the only way
we're going to find truth.  People
need to be honest and truthful
about what happened.  Guilt will get
the best of possible corrupt leaders
and co-workers. People only set
themselves up for failure and it is
reflected in your persona..It will stay
with them the rest or their lives..So
be honest and don't hide behind
the "devil."
